Discolored tap water in East Austin

For the last several days the cold tap has run brown or rusty in our part of East Austin, sometimes clearing after a few minutes and sometimes not. A few neighbors see it too. Austin Water mentioned hydrant flushing, but it has gone on longer than expected and people are nervous about drinking it. Asking for a clear answer on whether it is safe.
